BACKGROUND
The High-Level Seminar on Sustainable Cities (HLS-SC)* is organised annually since 2010, where influential East and Southeast Asia policymakers, senior officials from the region’s environmental and urban line ministries, city authorities, experts and practitioners working on clean, green and sustainable cities gather together with to
  1. share and promote their latest ideas and initiatives on sustainable city development;
  2. exchange knowledge and explore collaboration potential; and, importantly, and
  3. develop specific recommendations to the East Asia Summit Environment Ministers Meeting, which includes ASEAN Environment Ministers, on practical cooperation activities on environmentally sustainable cities.
A keystone initiative which has been catalysed under HLS is the “SDGs Frontrunner Cities Programme” launched in the 9th HLS in Siem Reap, Cambodia as the successor of the ASEAN ESC Model Cities Programme“ established in 2011. Both programmes are managed by the ASEAN Working Group on ESC (AWGESC) and with support from the Government of Japan and others. These programmes have supported over 40 cities in eight ASEAN countries, helping them develop a variety of innovative, replicable pilot projects and sustainable development practices. HLS also provides these cities with a platform to learn from each other, as well as from other cities and partners.
Since 2017, HLS broadened its focus to the multi-dimensional nature of city development, in addition to environmental concerns, and also responds to the need of aligning city-level development with the 2030 Agenda on Sustainable Development, particularly the Sustainable Development Goals (SDGs). The 10th HLS will share on-going efforts of “localizing SDGs” taken by cities and how such efforts can be further strengthened with partnership of national governments, citizens, NGOs and businesses. Aligning the priority SDGs for the review at the High Level Political Forum (HLPF) in 2019, HLS also covers the topics related to SDG 4 (quality education), SDG 8 (decent work and economic growth), SDG 10 (reduced inequalities), SDG 13 (climate action) and SDG 16 (peace, justice and strong institutions), and SDG 17 (partnerships for the Goals). In addition, marine plastic debris issues will be addressed at the seminar as an emerging issues of the region. Through the intensive discussion, the 10th HLS will collect good practices to promote SDGs at local level and also how to address the challenges for it on the ground.
